多谢阿九兄。很准确！

也就是说，serve的宾语有两个。一个是more than one floor, 一个是exernal fire escape.

而我在一份报告里面看到
It is recommended for the factory to have a one-hour fire-rated enclosed staircase or external fire escape route.
这样意思就大变了，变成了工厂可以弄个耐火一小时封闭楼梯间，也可以安装外部的火灾逃生路线/通道。

我认为刚才提到的报告有理解上的偏差。我缺乏这方面的专业知识，所以无法判定哪个是对的。

我问了一下外国朋友。我们理解错了。

刚才提到那份报告上的理解是正确的。要么弄个one-hour fire-rated enclosed staircase. 如果没有这个封闭的楼梯间，在建筑物的外面弄个逃生的梯子也是可以的。

注意or前面有个逗号。
